    Can police protect citizens amid a ‘chill wind’?

    Federal Bureau of Investigation Director James Comey has warned of a “chill wind” undercutting law enforcement officers in America. If data begins to confirm Comey’s warning of police officers’ wariness to get out of their cars amid jeering and cellphone videos, the chill wind also would undercut America’s governance.
